The operation involved extensive use of IDF and Shabak intelligence capabilities to compile a list of thousands of targets, including Hamas and Palestinian Islamic Jihad strategic assets, leaders and terrorist tunnels. Riots broke in which Jews and Arabs clashed in the mixed cities of Lod, Ramle, Acre and Jaffa. The riots caused casualties, property damage and tension between the communities.
